Out of County Students

Something that i heard tossed around and made a lot of sense.
Charge the county system where the kids are coming from.
All it takes is knowing their address, and if their outside of Wise Co. and it can be proved.
Charge the county they are from, what Wise Co. would have to get per child here in Wise Co.
Most are coming here for a better education or for the classes offered. So if the county the students are in cannot retain the kids.
Let them pay for Wise Co. to teach these kids, who want to come here and visa versa, if Wise Co. has students going to out of county schools. Let the system charge the other school systems.
It will do one thing. Force some to change or pay for kids to gain an education outside of their county. That way the county who is teaching the kids gets the benefits.

If that happens StPaul will lose half it student body and would probably have to consoladate

I think the entire Wise County enrollment would drop forcing consolidation even faster.

[/ QUOTE ]St Paul would drop by half forcing them into Coeburn. It was wild how the Gregory lady kept up the good face till St Paul was thrown into the consol mix. Then she couldn't get away fast enough. Funny how tight the shoe gets , when it is on your foot.

I don't know if they would lose anyone really. I'd bet Russell Co. would change a few things. Or they could pay Wise Co. the tab for educating students from Russell Co.
Honestly i think it would work.
Most of those attending St. Paul now would rather attend St. Paul for the education.
In a way it seems to make sense. If Wise Co. is paying for the education, why not be reimbursed.
Honestly what is it gonna hurt a county to reimburse another county. The cost in education per county may be different, but i can see where in ways it would be fair, to the county accepting the students.
And it would probably put and end to charging an tuition.

Well, Appalachia and PV both get students from Lee County. Pound has students from Kentucky. I also guess it depends on if you would consider the kids who go to Burton as out of county, those that live in Norton and go elsewhere and those who live elsewhere and go to Norton. I have also heard that kids who live out of a town, that go to other school are only allowed to do so if the administration approves. Any truth to that? If that was the case, if some restrictions were set up on those lines, it would change much of the schools.

We've had this happen in Charlotte County. Here's how it works. You can't charge the county they live in. They have no control over where the children go to school. The parents have to provide transportation and tuition to attend CCPS. Now, here's the kicker. We are actually going to lose some money this year because 100 kids have moved, transferred, been homeschooled, etc. The state gives each county a certain amount of money for EACH student enrolled. So, you all may lose some money if all the other counties kids go back to where they are supposed to be.

Our County is VERY top heavy, assts to assts, we spend much more than the state pays. You could probably half the central office staff and run things.

I know what your talking about and i think that is the whole point.
Let the parents decide where they want their kids to be schooled. Even if they live in another county.
From what i understand. It's just about maintaining the funding per student. Wise County is open for all to attend. They just want to make sure they get their share of all the state funding, which most of it they are.
I guess from what i am looking at and hearing. Some think they get a better education in Wise Co.
If that is so and kids have to come here for that education, someone has to pay for it.
And if that is the case instead of a tuition. Charge the county the kid is from the tuition fee.
I can actually see it causing problems.
But i also can see it working towards the kids and parents saying, we feel you don't provide a quality education, so we went elsewhere for out child to obtain it.
We pay taxes in this county, so why should we also have to pay a tuition fee for out child to obtain a good education in another county.
If anything it will stir some controversy and make all look at their education system.
You provide a quality education or you pay for kids to go elsewhere and get it.
